Report of the Meeting of the ISO/IEC JTC 1 Ad Hoc Group on Strategy
for Implementing Information technology
The ISO/IEC JTC 1 Ad Hoc Group on Strategy for Implementing Information
Technology met in Reston, Virginia, U.S. on 25-27 February 1997
as authorized by Resolution 21 of the December 1996 JTC 1 Plenary
(JTC 1 N 4474). A list of participants is in Attachment 1.
The ad hoc group reviewed all of the National Body and SC contributions
on topics including the JTC 1 policy on electronic document distribution,
the transition plan for implementing the JTC 1 IT Strategy, electronic
document tips and techniques, tracking migration of JTC 1 NBs
and SCs to Server Based Distribution and creation and maintenance
of Web servers and pages.
The following recommendations were approved by the Ad Hoc group:
Electronic Document Distribution
1. The editor of the Electronic Document Tips and Techniques Guide
is requested to produce a 5th edition taking into account agreements
reached at the Reston meeting of the ad hoc group in the following
areas:
a) changes to the JTC 1 policy on electronic document distribution
b) Accepted comments contained in NB and SC inputs into the Reston
meeting (JTC 1 N 4526, 4534, 4555, 4576)
The revision should be circulated for JTC 1 review and comment
in time for the June 1997, Copenhagen meeting of the ad-hoc group.
2. The JTC 1 Secretariat is requested to prepare a revision of
the JTC 1 sample document templates (previously issued as JTC
1 N 4028). The revision should include existing templates and
text-only versions as appropriate. The revision should include
only templates as the document classification list and the field
name table are now contained in the revised JTC 1 policy. The
cover page of the revision should clearly indicate that SC s and
NB s should use the revised templates.
3. The ad hoc notes the distribution of standards format templates
from the ISO/CS, and the JTC 1 Secretariat distribution of their
availability. The ad hoc requests JTC 1 to strongly encourage
their use within JTC 1 by project editors and others, as appropriate.
4. The JTC 1 policy on Electronic Document Distribution contains,
in clause 4.4.5. (JTC 1 N 4558), a note stating that "further
information regarding file format (including field size and record
separators) will be provided by the JTC 1 Secretariat staff".
The JTC 1 Secretariat is requested to provide this information
for inclusion in the revision of the JTC 1 policy and to request
SC Secretariats to observe the requirements in 4.4.5.
5. The JTC 1 IT Ad Hoc requests the JTC 1 Secretariat to circulate
the following documents for 60 day ballot by JTC 1:
JTC 1 N 4558 - JTC 1 Policy on Electronic Document Distribution
Using Diskettes and E-mail
JTC 1 N 4560 - JTC 1 Policy on Electronic Document Distribution
JTC 1 N 4572 - JTC 1 Web Server Policy
6. The JTC 1 IT Ad Hoc requests the JTC 1 Secretariat to circulate
the following documents for comment by JTC 1 National Bodies and
Subcommittee Secretariats:
JTC 1 N 4571 - JTC 1 Policy on Electronic Document Distribution
using the World Wide -Web
JTC 1 N 4573 - Potential Policy Elements and Discussion Items
JTC 1 N 4576 - Tips and Techniques for JTC 1 web pages
7. The JTC 1 IT Ad Hoc requests the JTC 1 Secretariat to circulate
for information the following documents
JTC 1 N 4556 Approved Timeline document (a revision of JTC 1 N
4475)
JTC 1 N 4557 Approved Transition Plan (a revision of JTC 1 N 4244)
JTC 1 N 4574 Disposition of comments on JTC 1 N 4243
JTC 1 N 4577 Disposition of comments on JTC 1 N 4246 revised
Tracking Implementation Status
1. The JTC 1 IT Ad Hoc requests the JTC 1 Secretariat to circulate
JTC 1 N 4575 requesting information from National Bodies and SC
Secretariats concerning their plans for moving to server based
document distribution.
Next Meeting
1. The Ad Hoc Group will meet 23-26 June 1997 in Copenhagen, Denmark
as authorized in JTC 1 Resolution 21 of the December 1996 JTC
1 Plenary (N 4474).
Open issues and assignments
1. Keld Simonsen has offered to assist JTC 1 Subcommittee Secretariats
with various electronic services (the specifics are outlined in
JTC 1 N 4536).
2. Han Reuss to submit for next meeting of JTC 1 Ad Hoc in Copenhagen
a contribution on "Viability of Electronic Meetings in Reaching
Consensus".
3. Makoto Ikeda will demonstrate the document management system
ISO will be implementing at the next meeting of the ad hoc if
feasible.
4. JTC 1 Secretariat will provide a prototype JTC 1 Logo to the
Copenhagen meeting.
5. Makoto Ikeda to contact Rudolph Reiss regarding information
on the availability of specific SGML tools.
6. The editors of the JTC 1 IT ad hoc documents are requested
to revise, if possible, their documents for the Copenhagen meeting
taking into account the comments received by National Bodies and
Subcommittees.
